It seems that while the Microsoft XBOX ONE will require the Kinect 2.0 to be connected to the system you will be able to turn it off. Article from IGN says "Kinect can be turned off, despite needing to be connected in order for the console to function".
The article is about a German Privacy Officials response to the XBOX ONE Kinect. It seems to me a bit of a paranoid response, but there are a few valid points made in the article.

I think it is a bit ridiculous to think that Microsoft really wants to "see into your living room". How much fun is it going to be to watch people play Dance Dance Revolution or Kinect Sports? And to what end? Would Microsoft really gamble the fate of its XBOX division (or possibly its company image period) on being able to watch you in your living room?
